Examination of Industrial safety of Buildings and Structures

Buildings and structures at a hazardous production facility, designed to carry out technological processes, store raw materials and products, move people and goods, localize and eliminate the consequences of an accident, are subject to examination:
1. In case of expiration of the period of operation established by the design documentation;
2. In the absence of design documentation, or the absence of design life data in the design documentation;
3. After an accident at a hazardous production facility, as a result of which the supporting structures were damaged;
4. After the expiration of the terms of safe operation established by the conclusions of the examination;
5. In the event of excessive deformations of the structures of a building or structure;
6. At the initiative of the organization operating the hazardous production facility;
7. By the order of the bodies of the Gosgortekhnadzor of Russia;
8. If it is necessary for the organization to obtain a license for the operation of production facilities and facilities;
9. In the event of a change of ownership;
10. If necessary, insurance of the organization;
11. In the event of a change in production technology or its conservation;
12. In the case of an increase in standardized climatic influences (seismic, snow, wind).
The process of conducting electronic safety measures for buildings and structures is regulated by the Federal Regulations for the Regulation on Industrial Safety Expertise EPB of buildings and structures is carried out on the basis of an analysis of documentation and a survey of the technical condition of building structures and engineering systems of buildings and structures. The result of the EPB is the conclusion of an examination of industrial safety of buildings and structures, which contains reasonable conclusions about the compliance or non-compliance of a building or structures of a hazardous production facility with the requirements of federal norms and rules of industrial safety.
The EPB conclusion is mandatory recorded in the register of industrial safety expertise of Rostekhnadzor (in the territorial body or central office of Rostekhnadzor).
The purpose of the industrial safety review of buildings and structures is:
- Assessment of the technical condition;
- Assessment of compliance with industrial safety requirements;
- Determination of the possibility and term (residual life) of further safe operation;
- Determining the duration of the next examination of the technical condition.
Conclusion EPB contains:
1. Expert opinion on the conformity of the object of expertise to the requirements of industrial safety;
2. Assessment of the technical condition of building structures and engineering systems, the predicted duration of the next inspection;
3. Assessment of the residual life and the term for further safe operation;
4. Subject to compliance with the conditions for the elimination of identified defects;
5. Recommendations for eliminating identified defects;
6. Terms of reference (if necessary) for additional work on a comprehensive examination of the technical condition, restoration of project documentation, development of a reconstruction project, repair or strengthening of building structures.
