Industrial Safety Expertise (EPB) - determining the conformity of industrial safety expertise objects specified in clause 1 of Article 13 of Federal Law No. 116 “On Industrial Safety of Hazardous Production Facilities” to the industrial safety requirements.
The basis for the examination are:
- Federal Law 116 “On Industrial Safety of Hazardous Production Facilities”;
- Federal norms and rules in the field of industrial safety "Rules for the examination of industrial safety" dated November 14, 2013 N 538, -
as well as the provisions of regulatory legal acts of the Russian Federation in the field of industrial safety, establishing requirements for the examination and the object of examination
The technical device used at a hazardous production facility is subject to examination (unless a different form of assessment of compliance of the specified device with mandatory requirements is established by the technical regulations):
- prior to use at a hazardous production facility;
- at the end of the service life or when the number of load cycles of such a technical device established by its manufacturer is exceeded;
- if there is no data in the technical documentation on the service life of such a technical device, if the actual service life of it exceeds twenty years;
- after carrying out work related to a change in design, replacement of the material of the supporting elements of such a technical device, or restoration repair after an accident or incident at a hazardous production facility, as a result of which such a technical device was damaged.

Buildings and structures at a hazardous production facility, designed to carry out technological processes, store raw materials or products, move people and goods, localize and eliminate the consequences of accidents, are subject to examination:
- in the event of the expiration of the life of the building or structure established by the design documentation;
- in the absence of design documentation, or the absence in the design documentation of data on the life of the building or structure;
- after an accident at a hazardous production facility, as a result of which the supporting structures of these buildings and structures were damaged;
- after the expiration of the terms of safe operation established by the conclusions of the examination;
- after carrying out work related to a change in design, replacement of the material of the supporting elements of such a technical device, or restoration repair after an accident or incident at a hazardous production facility, as a result of which such a technical device was damaged.

• The duration of the examination is determined by the complexity of the object of the examination, but should not exceed three months from the moment the expert organization received from the customer the expert examination of the set of necessary materials and documents in accordance with the contract for the examination. The examination period may be extended by agreement of the parties.
• Price is calculated individually on request.
• NUTs “Monitoring and Diagnostics” has:
- License of Rostekhnadzor for the right to conduct industrial safety reviews;
- certified and accredited testing laboratory;
- full-time experts certified in accordance with industrial safety requirements for various hazardous production facilities of category 1-2;
- certificates of compliance with the standards of the OSH management system and quality management;
- an insurance contract (insurance policy) for civil liability, which may occur in case of damage due to deficiencies in the work that affect the safety of capital construction projects;
- certificate of quality management GuteZert, confirming that the quality management system of "NUTs" Monitoring and Diagnostics "meets the requirements of ISO 9001: 2008.

Types of work (services) performed (rendered) as part of industrial safety expertise:
• conducting an expert examination of industrial safety of the documentation for the technical re-equipment of a hazardous production facility in case this documentation is not included in the design documentation of such a facility subject to examination in accordance with the legislation of the Russian Federation on urban development;
• expert examination of industrial safety of technical devices used at a hazardous production facility in cases established by Article 7 of the Federal Law "On Industrial Safety of Hazardous Production Facilities";
• conducting an expert examination of the industrial safety of buildings and structures at a hazardous production facility intended for the implementation of technological processes, storage of raw materials or products, the movement of people and goods, the localization and elimination of the consequences of accidents;
• expert examination of industrial safety of the industrial safety declaration developed as part of the documentation for technical re-equipment (if the specified documentation is not included in the design documentation of a hazardous production facility subject to examination in accordance with the legislation of the Russian Federation on urban development), conservation, elimination of hazardous production facility, or newly developed industrial safety declaration.

An industrial safety examination will be performed by us at a high quality level and in full compliance with applicable law with the use of certified technological equipment for non-destructive testing. At the end of the examination, you will receive an industrial safety report, which will provide extremely reliable information about the specific object of examination, as well as objective and impartial conclusions about the state of industrial safety.

Technical diagnostics of technical devices, buildings and structures at hazardous production facilities

"RCC" Control and Diagnostics "provides a full range of services for technical diagnosis and non-destructive testing.

The purpose of technical diagnostics is to determine the technical condition of objects operating at a hazardous production facility (technical devices, buildings and structures), to ensure their safety, reliability and efficient operation, as well as to prevent accidents.

Diagnostics of technical objects includes the following functions:

- assessment of the technical condition of the facility;

- detection and determination of the location of faults;

- forecasting the residual resource of the object;

- monitoring the technical condition of the facility.

The result of technical diagnostics is a report on the technical condition of the diagnosed object in accordance with regulatory and technical documents and recommendations on bringing the object to industrial safety requirements.

The industrial safety expertise is carried out on the basis of the license of the Federal Service for Ecological, Technological and Nuclear Supervision of Russia No. 00-DE-001114 (DKMNPSKH) dated 05/07/2003, renewed on 07/19/2017.
