Special Technical Conditions (STU) is a document containing regulatory requirements for fire safety (or other areas of regulation), designed specifically for the design and operation of non-standard capital construction projects. This document is always developed individually for a separate object in case the building (structure, structure) "does not fit" with the existing standards: there are deviations, non-standard design solutions, or if the requirements in the current regulatory framework are insufficient for the design of the object (lack of standards).

The list of grounds for the development of fire STU

This list of reasons for the development of STU is not complete and exhaustive. This is just a short list of the most popular (over the past 10 years) formulations that have been repeatedly agreed upon by the Russian Emergencies Ministry and the Russian Ministry of Construction (until 2013, the Ministry of Regional Development).

  • Lack of fire safety requirements for the design of automatic fire extinguishing systems and fire alarms in buildings of high-rack warehouses with a cargo storage height of more than 5.5 m;
  • Lack of fire safety requirements for the design of an automatic fire alarm for a warehouse building with a storage height of more than 5.5 m without the installation of horizontal screens of non-combustible materials in the racks every 4 meters and without an automatic fire extinguishing device;
  • Lack of fire safety requirements for determining the flow rate of water for internal or external fire extinguishing in industrial or warehouse buildings with a non-standard combination of parameters: fire resistance, category for fire and explosion hazard, building volume;
  • Lack of fire safety requirements for the design of high-rise objects: residential buildings with a height of more than 75 m, as well as office, multi-functional, industrial buildings, structures, installations above 50 m;
  • Lack of fire safety requirements when exceeding the floor area within the fire compartment;
  • Lack of fire safety requirements for the installation of administrative and domestic inserts and inserts with more than two floors in warehouse buildings;
  • Lack of fire safety requirements for the design of multifunctional buildings;
  • Lack of fire safety requirements for the design of buildings with multi-light spaces, atriums;
  • Lack of fire safety requirements for the parameters of water deluge curtains used as fire barriers to reduce fire distances from the designed object to the objects bordering it;
  • Lack of fire safety requirements for fire distances between objects of certain types (for example, LPG loading racks, LPG tank farms);

Cost of developing STU

The main principles for determining the cost of developing STU:

  • There is no universally recognized adequate methodology for calculating the cost of STU!
  • The pricing of STU development is based on the assessment of the labor costs of performers (how many people and how many days will be doing the work).
  • The cost of developing a STU is calculated subjectively by each developer (according to their personal methods and formulas) based on a comparison of many factors, such as: the complexity of the object, personal experience in developing a STU, etc.
  • The calculation of the cost of special specifications is made for each specific object individually, after studying the source data.

What affects the cost of developing STU? Key factors:

  • Type and size of the object;
  • The complexity and number of deviations and non-standard design decisions, for which it will be necessary to develop regulatory requirements in the framework of STU;
  • Is the facility designed or in operation? Is it necessary to coordinate the STU in the Ministry of Emergencies and the Ministry of Construction, or only in the Ministry of Emergencies ?;
  • The level of own experience in developing STU for similar objects.

The cost of developing STUs, as a rule, ranges from 600,000 to 2,000,000 rubles.

Stages and terms of development and approval of STU

The term for the development of STU can be from 2 to 9 months, taking into account the full range of work.

“Development and approval of STU” is a process that consists of several stages:

  1. Providing initial data (responsible - Customer)
  2. Development of special technical conditions (responsible - Developer STU)
  3. Calculation of fire risk (responsible - Developer STU)
  4. STU approval by the customer (responsible - Customer)
  5. Coordination of STU in EMERCOM of Russia (responsible - EMERCOM and Developer of STU)
  6. Coordination of STU in the Ministry of Construction of Russia (responsible - Ministry of Construction and Developer of STU)

Stages No. 2 “Development of special technical conditions” and No. 3 “Calculation of fire risk” can be performed in parallel (simultaneously). Stages 5 “Coordination of STU in the Ministry of Emergencies” and 6 “Coordination of STU in the Ministry of Construction” are carried out only sequentially (in turn).

On the graph (see the image on the page) you can see how these stages determine the overall development time of the STU and how they relate to each other on the timeline. The indicated dates are approximate.

This graph shows an example scenario for the development of STU (one of many options). In reality, the overall terms for the development of STU in each case is determined individually, it can vary greatly, because depends on the technical complexity of the facility and the principles of the Customer.

STEP No. 1 - Providing initial data for the development of STU.

To begin work, the Customer provides the necessary initial data, without them the development of special specifications is impossible. The developer of STU can start his work only after receiving the initial data. The Customer is fully responsible for providing the source data.

STEP No. 2 - Development of STU (first edition).

Development of special technical conditions (first edition); the duration of this stage depends on the complexity of the design decisions at the facility, and on the number of regulatory and technical problems (lack of norms / deviations from the requirements) that need to be considered and justified in the STU. Coordination and approval of STU by the Customer is not included in the period of development of STU.

STEP No. 3 - Calculation of fire risk.

Calculation of fire risk in most cases is necessary to confirm the correctness and sufficiency of a set of regulatory requirements (deviations and compensating measures) included in special specifications. At the stage of approval of STU in the Ministry of Emergencies of Russia, the calculation of fire risk is almost always required. The term for calculating the risk also depends on the complexity of the project (facility) and ranges from 5 to 50 working days. The responsible party for the time period for completing this stage, as well as for the period for the development of STU, is the Contractor. Calculation of fire risk, as a rule, can be started simultaneously with the development of STU and run in parallel.

STEP No. 4 - Approval of STU by the Customer.

State regulations Services for the approval of STU in the Ministry of Emergencies of Russia requires the inclusion in the text of the STU "confirmation of the consent of the organization - the customer to develop the STU of the decisions on fire protection adopted in the STU." Thus, the Customer must agree on the STU before submitting the document for approval to the ministries. Coordination of STU with the Customer is not just a mandatory procedure, but also important for the Customer. The facility will be designed and / or operated in accordance with the requirements of STU. Therefore, at this stage it is very important that the Customer carefully reads the document before asking the STU, asks all its questions to the developer, and finally agrees with the text of the STU. Finally approve STU (stamped on the title), the Customer is entitled after their approval by the Ministry of Construction (in accordance with paragraph 13 of the Procedure for the development and approval of special specifications, approved by order of the Ministry of Construction of Russia of April 15, 2016 N 248 / pr). The term of approval of STU by the Customer depends on the Customer.

STEP No. 5 - Coordination of STU in the Ministry of Emergencies of Russia.

Coordination of STUs in the Russian Emergencies Ministry is a public service. The term for the provision of services is determined by the regulations of the Ministry of Emergencies of Russia, therefore it is the same for everyone and amounts to 1 month (can be extended up to 45 days). The contractor of this state. services is the Ministry of Emergency Situations of Russia, therefore, the timing of this phase largely depends on the speed of the ministry. The STU developer accompanies the entire procedure for approving the STU and does everything possible to get the desired result in the shortest possible time, but no developer has legal mechanisms for influencing the terms of approval of the STU.

STEP No. 6 - Coordination of STU in the Ministry of Construction of Russia.

The term for approving STU in the Russian Ministry of Construction also depends on the ministry itself. The term for approval of STU in the Ministry of Construction is determined by the Procedure for the development and approval of STU (approved by order of the Ministry of Construction of Russia dated April 15, 2016 N 248 / pr), and is 1 month (can be extended up to 3 months). It is impossible to start the process of approving STU in the Ministry of Emergencies and in the Ministry of Construction at the same time. These steps have to be performed in turn. Coordination of STU in the Ministry of Construction of Russia is not always a mandatory procedure. For example, if an object already exists, project documentation is not being developed for the object, and the need for the development of STU is caused by the order of the Ministry of Emergency Situations inspector, then approval of the STU in the Ministry of Construction of Russia can be omitted; coordination in the Ministry of Emergencies is sufficient.
